Abstract

This study investigates the mediating role of job satisfaction between work passion, work motivation, and employee performance in public administration. Despite extensive human resource research, empirical inconsistencies persist regarding how intrinsic and extrinsic drivers shape civil service outcomes. To address this theoretical gap, the research integrates self-determination theory with bureaucratic management frameworks to analyze a census sample of 66 employees at the Regional Civil Service and Human Resource Development Agency of Tabanan Regency. Employing quantitative path analysis and Sobel testing, structured questionnaire data were collected during the second quarter of 2025. Findings reveal that work passion directly enhances performance, whereas work motivation significantly improves job satisfaction and indirectly boosts performance through this psychological mechanism. Job satisfaction also exerts a direct positive effect on performance. These outcomes provide actionable implications for public administrators designing targeted interventions that harmonize individual drive with organizational satisfaction, ultimately strengthening institutional effectiveness within decentralized governance structures.
